Agile Governance and Innovation Measurement Journal https://agim.umy.ac.id/index.php/agim <p><strong>Agile Governance and Innovation Measurement</strong> <strong>(AGIM) Journal</strong> is a peer-reviewed journal published by the <strong>Center for Public Policy and Digital Government Universitas Muhammadiyah Yogyakarta</strong> twice a year. <strong>The journal aims to</strong> provide academic scholars and professionals to analyze, stimulate, and disseminate a wide range of agile governance and innovation based on public management and bureaucracy. <strong>The journal offers</strong> a genuinely valuable source for scientists and public policymakers in all areas looking for distinctive ways of dealing with related issues. Distinguished contributors from all over the world present in-depth research and studies which have tangible practical values and whose methodologies can be applied to solve or mitigate parallel situations. We apply a high-quality standard review process as the principal quality assurance instrument of our journal. The journal invites all interested contributors to submit their papers for consideration or to become a subscriber and publish their articles in this journal.</p> <p><strong>The paper topics focus on:</strong></p> <ol> <li>Development of Agile Governance and Innovation Measurement programs in the Government and the stakeholders of the Government. The journal could explore the application of agile governance in public policy and organizational innovation. It could also examine the evolution of governance concepts such as dynamic governance, open government, and agile governance, and their relationship with innovation. This research seeks to analyze public sector governance practices within the West Pasaman District Local Government, focusing on aspects of transparency, accountability, effectiveness, efficiency, and public participation. The research method used was a qualitative approach with a case study, where data was collected through semi-structured interviews with local government officials, academics, and civil society representatives, direct observation, and review of official documents. thematic analysis was then used to identify key patterns in the implementation of governance. The results obtained show that, despite efforts to improve transparency and accountability, challenges relating to effectiveness and community participation still remain, necessitating the adoption of more adaptive and community needs-based policy strategies. As a developing country, Indonesia has shown progress in the implementation of e-government, which is reflected in the increasing rankings in the E-Government Development Index (EGDI) released by the United Nations. However, behind these developments, there are significant challenges related to personal data protection and cybersecurity. The novelty of this research lies in its bibliometric approach, which provides a comprehensive and systematic analysis of existing studies on data security and privacy in Indonesia's e-government sector. Unlike previous studies that focus on case studies or policy evaluations, this research maps research trends, key contributors, and gaps in the literature, offering a broader perspective on the issue. Additionally, this study contributes by highlighting the urgent need for interdisciplinary collaboration between policymakers, cybersecurity experts, and the public to develop sustainable security strategies. The results of this study emphasise the need for a comprehensive strategy to improve data security in e-government, including strengthening regulations, investment in cybersecurity infrastructure, and promoting public digital literacy. This research contributes by analyzing how the MPP promotes Good Governance within Yogyakarta. It explores service providers' and citizens' perspectives, offering a nuanced understanding of implementation challenges and opportunities. Findings reveal that the MPP fosters public participation through feedback mechanisms and centralized services. Transparency is enhanced via accessible online and offline information, clarifying procedures and requirements. Accountability is demonstrated through performance reports. The MPP improves effectiveness and efficiency by reducing service times and offering modern systems like drive-thru and online platforms. The Yogyakarta MPP has successfully addressed bureaucratic issues and increased public satisfaction, demonstrating the government's commitment to Good Governance. This innovation offers valuable lessons for nationwide public service improvement. Specifically, it highlights the importance of (1) contextualized design, adapting the MPP model to different regional needs; (2) citizen engagement, actively involving citizens in service design and evaluation; and (3) technology integration to enhance transparency, efficiency, and accessibility. This research serves as a model for improving public services, aligning with transparency, accountability, and efficiency principles. As digital transformation accelerates, the risk of cyber threats, including data breaches, continues to increase. Using a comparative approach, this research analyzes the six key principles of Agile Governance: Good Enough Governance, Business-Driven, People-Focused, Based on Quick Wins, Systematic and Adaptive Approach, and Simple Design and Continuous Improvement. Findings show that Malaysia exhibits a more comprehensive cybersecurity framework, supported by early enacted regulations such as the Personal Data Protection Act (PDPA) of 2010, coordinated policies under the National Cyber Security Agency (NACSA), and structured response mechanisms such as MyCERT. In contrast, despite having implemented the Personal Data Protection Act (PDP Act) by 2022 and the role of the National Cyber and Crypto Agency (BSSN), Indonesia still faces regulatory gaps, weak inter-agency coordination, and inadequate infrastructure. This study highlights Malaysia's proactive stance in cybersecurity policy development and resource allocation, contrasting with Indonesia's continued improvements in digital security regulations and public awareness initiatives. The findings of this study suggest that Indonesia can adopt Malaysia's strategic regulatory approach and improve institutional coordination to enhance its cybersecurity resilience. This study aims to analyze the bureaucratic transformation efforts of Ternate City with a focus on the implementation of NPM, including technology integration, strengthening public-private collaboration, and indicator-based performance measurement. The city of Ternate was chosen as the object of study because of its strategic position and challenges in managing effective public services. In contrast to previous research that focused on NPM at the national level, this article offers a local perspective by describing specific implementations in Ternate City. The research method involves literature analysis, case studies, as well as data visualization using VOSviewer to identify trends and relationships of NPM-related concepts. The results show that applying NPM principles, such as decentralization, digitization of services, and private sector involvement, has significantly improved public services. For example, initiatives such as digitizing the One-Stop Investment and Integrated Services Office (DPMPTSP) and the community-based waste bank program have increased efficiency and community satisfaction. However, challenges such as bureaucratic resistance, digital literacy gaps, and infrastructure limitations still need to be overcome. In conclusion, transforming public services in Ternate City through NPM has yielded positive results, although continuous evaluation and adaptation are needed to ensure sustainability and inclusivity. These findings can serve as a reference for other regions that want to adopt a similar approach in improving the quality of public services.</p> Dharayani Eka R. F.
